Interesting. But the story doesn't tell us why it tool so long for Mr. Phelps to get his medals.

Bob ... you are right. We are missing those details. I sometimes think it ends up being an error right after WWII. Then much later it gets mentioned to someone who knows it isn't right and tries to fix it. - Steve
